Preheat the oven to 350ºF. Line a 9 x 13-inch pan with non-stick foil.

Melt the butter and semi-sweet chocolate in a microwave-safe bowl until smooth.

Add sugar, eggs, and vanilla to the melted chocolate mixture and whisk well. Stir in flour and salt until combined.

Spread half of the batter evenly into the bottom of the prepared pan. Bake for 20 minutes, then cool for 20 minutes.

Melt the caramels and heavy cream in a microwave-safe bowl until smooth. While still warm, pour the caramel over the cooled brownie layer and spread evenly with an offset spatula.

Reheat the remaining brownie batter in the microwave for a few seconds to soften. Carefully spread the batter over the caramel layer.

Sprinkle the chocolate chips on top of the batter. Bake for 20 minutes.

Allow the brownies to cool completely. Chill in the refrigerator before cutting into squares.
