In a large skillet over medium heat, cook the sausage, breaking it up with a spatula until fully browned, about 5-7 minutes. Drain off excess grease if needed. Sprinkle in the flour, stirring to coat the sausage. Slowly add 2 cups of milk while stirring continuously. Cook, stirring often, until the gravy thickens, about 10 minutes. Season with ground black pepper and set aside.

Preheat the oven to 400°F (200°C). Place the pre-baked pizza crust on a baking sheet. If desired, brush the crust with olive oil for extra flavor. Evenly spread half of the prepared sausage gravy over the crust.

In a medium bowl, whisk together the eggs and 1/4 cup milk. Spray a large skillet with cooking spray and heat over medium-high. Pour in the egg mixture and cook, stirring gently, until eggs are just set but still soft, about 5 minutes.

Spread the scrambled eggs evenly over the sausage gravy layer. Top with shredded Cheddar cheese.

Bake the assembled pizza in the preheated oven for 10-15 minutes, or until the crust is golden and the cheese is melted and bubbly.
