Preheat the oven to 190°C. Grease a 23x33 cm baking dish with cooking spray or a light coating of olive oil.

Heat olive oil in a large skillet over medium heat. Add ground beef and cook, breaking up with a spoon, until evenly browned and cooked through, approximately 5-7 minutes. Drain excess fat if necessary.

Add chopped onion and minced garlic to the skillet with the beef. Cook, stirring frequently, for 3-4 minutes or until onions soften and turn translucent.

Spread the cooked beef mixture evenly in the bottom of the prepared baking dish. Arrange thin potato slices over the beef in an even layer. Season with salt, pepper, Italian seasoning, and paprika.

Sprinkle shredded cheddar and grated Parmesan cheese over the potatoes. Pour beef broth or water around the sides, and optionally drizzle milk for a creamier texture.

Cover the dish with aluminium foil and bake in the preheated oven for 30 minutes.

Remove the foil and continue baking for 15-20 minutes until potatoes are fork-tender and the cheese is melted, bubbly, and golden.

Garnish with chopped fresh parsley if desired and serve immediately while hot.
