In a large bowl, mix the cake mix, melted butter, and eggs until a thick dough forms.

Press half of the batter evenly into the bottom of the prepared pan.

Sprinkle chocolate chips and toffee bits over the base. Drizzle sweetened condensed milk evenly on top.

Drop remaining batter in spoonfuls over the top, gently spreading but allowing filling to peek through.
