Sprinkle Italian seasoning, onion powder, garlic powder, salt, and black pepper over the beef and onions. Stir to evenly distribute the seasonings.

Pour marinara sauce and heavy whipping cream into the skillet. Stir to fully blend with the seasoned beef mixture.

Add cooked rigatoni to the skillet. Toss gently to ensure the pasta is thoroughly coated in sauce.

Preheat the oven to 350°F (175°C). Transfer the pasta and beef mixture into a baking dish. Sprinkle shredded mozzarella cheese evenly over the top. Bake for 10 to 15 minutes, or until cheese is melted and golden.
