In a heat-safe medium bowl, heat white chocolate chips and sweetened condensed milk in 30-second intervals in the microwave, stirring thoroughly between each, until completely melted and smooth.

Remove frozen semi-sweet chocolate chips from freezer and stir them into the butter and flour mixture using a wooden spoon.

Fold the white chocolate and condensed milk mixture into the dough mixture until just combined.

Evenly sprinkle the remaining 1 cup of semi-sweet chocolate chips over the top. Gently press the chips into the surface. Cover tightly and refrigerate for at least 2 hours or overnight.
