In a large mixing bowl, thoroughly combine ground pork or chicken, shredded carrots, chopped green beans, chopped onions, minced garlic, soy sauce, ground black pepper, salt, sesame oil, and fresh cilantro if desired.

On a clean surface, position a spring roll wrapper with one corner facing you. Place approximately 2 tablespoons of the prepared filling near the closest corner. Fold the corner over the filling, tuck it, and roll tightly until halfway. Fold in the left and right corners to shape an envelope, then continue rolling until sealed. Dab the tip with water to secure. Repeat with remaining wrappers and filling.

Heat about 2 inches of oil in a deep frying pan over medium heat. Fry the lumpia in batches, ensuring not to overcrowd the pan. Cook until golden brown and crispy, about 4 to 5 minutes per batch.

Once cooked, transfer lumpia to a paper towel-lined plate to drain excess oil.
