In a large mixing bowl, combine condensed cream of mushroom soup and whole milk until blended.

Add salt, black pepper, garlic powder, and onion powder to the bowl. Whisk until mixture is smooth and even.

Add the drained green beans and French's fried onions to the bowl. Stir until thoroughly coated in the soup mixture.

Spread the green bean mixture evenly into a greased 9 x 13 inch (23 x 33 cm) baking dish.

Sprinkle the shredded mozzarella and cheddar cheese blend evenly over the green bean layer.

Arrange the frozen tater tots in a single, even layer across the top of the casserole.

Place the baking dish in the preheated oven. Bake for 35–40 minutes, or until the tater tots are golden-brown and the casserole is heated through.
