Preheat oven to 375°F. Grease a 9×13 inch pan.

In a small bowl, combine flour, baking soda, and salt.

Beat butter, sugar, brown sugar, and vanilla until creamy. Add eggs one at a time, mixing well. Gradually blend in flour mixture. Stir in chocolate chips.

Spread half of the cookie dough in the prepared pan. Bake for 8-10 minutes.

Melt caramels with evaporated milk in a double boiler until smooth. Stir in peanut butter.

Pour caramel mixture over baked layer. Drop spoonfuls of remaining cookie dough on top. Bake 15-20 minutes until light golden brown.
