Preheat oven to 350°F (175°C). Line a baking sheet with parchment paper.

Whisk together flour, baking powder, baking soda, and salt in a medium bowl. Set aside.

Cream butter and sugars until light and fluffy, about 2-3 minutes. Mix in egg, vanilla extract, orange extract, and orange zest until well combined.

Gradually add dry ingredients to wet ingredients, mixing until just combined. Fold in white chocolate chips.

Drop balls of dough onto prepared baking sheet. Make an indentation in center of each cookie and fill with a small amount of orange preserves.
