Brown ground beef in a skillet over medium heat until no longer pink. Drain excess fat.

Add taco seasoning and 60 ml water to the browned beef. Simmer for 2 to 3 minutes until the liquid reduces slightly.

In a large mixing bowl, blend cream cheese, sour cream, refried beans, salsa, diced green chiles, half of the shredded cheese, garlic powder, and onion powder until smooth and uniform.

Fold the seasoned beef into the creamy base until fully combined.

Spread the mixture evenly into the prepared baking dish. Sprinkle the remaining cheese evenly on top.

Place in the preheated oven and bake for 25 to 30 minutes until the edges are bubbly and the top is lightly golden.

Remove from oven and garnish with sliced green onions, diced tomatoes, sliced jalapeños, and chopped cilantro as desired. Serve hot with tortilla chips or vegetable crudités.
