Preheat oven to 350°F. Line 9x13-inch pan with foil, leaving 2-inch overhang. Spray foil with nonstick spray.

Whisk together flour, graham cracker crumbs, baking powder and salt.

Beat butter and sugar until light, about 2 minutes. Beat in eggs. Slowly mix in flour mixture on low speed.

Press half of dough into pan. Spread marshmallow topping and sprinkle chocolate chips. Scatter remaining dough over top in clumps.

Bake until golden brown, 30-35 minutes. Cool completely on wire rack. Remove from pan, peel off foil and cut into bars.
